Disaster Services Program Manager (DSPM) JOB TITLE : Disaster Services Program Manager (DSPM), South Florida Region DEPARTMENT : Disaster Services, South Florida Region REPORTS TO : Chief Operating Officer, South Florida Region Multi-Region Director for Planning and Implementation, Florida SUPERVISES : Disaster Services Staff (Paid and Volunteer), South Florida Region STATUS : Full-Time (Exempt Position) This position description is meant as a guide to the critical duties and essential functions of the job. It is not an all-inclusive list of responsibilities, qualifications, physical demands, and work environment conditions. Position descriptions are reviewed and revised to meet the changing needs of the American Red Cross at the sole discretion of management. _____________________________________________________________________________________ Mission of the American Red Cross The American Red Cross, a humanitarian organization led by volunteers, guided by its Congressional Charter and the Fundamental Principles of the International Red Cross Movement, will provide relief to victims of disasters and help people prevent, prepare for and respond to emergencies. Mission of Disaster Services Department In keeping with the mission of the American Red Cross, Disaster Services will provide nationwide, timely, innovative and effective planning, preparedness and relief that enhances the ability of people to anticipate, survive and recover from disasters. Disaster Services Guiding Principles • The goal of the American Red Cross in delivering disaster services is to sustain human life, reduce suffering, and promote recovery and resilience in the aftermath of a disaster. • Disaster services (and services related to community emergencies) shall be provided consistent with the Fundamental Principles of the International Red Cross and Red Crescent Movement and established Corporate Policies and Regulations. • Disaster services (and services related to community emergencies) shall be conducted without regard to race, color, national origin, religion, gender, age, disability, sexual orientation, citizenship or veteran status. The American Red Cross shall ensure inclusion of all diverse communities in its disaster services. • The American Red Cross provides disaster response and disaster recovery services at no charge to recipients. General disaster preparedness education aimed at the public at large or vulnerable, at- risk populations may be offered free of charge or on a cost-recovery basis. Specialized preparedness programs may be offered at market rates. Services related to community emergencies may be paid for by third parties (including local government) but recipients may not be charged. • The American Red Cross will honor donor intent and act as a good steward of funds entrusted to it for disaster programs. American Red Cross disaster services (and services related to community emergencies) will be provided within the United States and its Territories in a manner that takes into account the needs of clients, donors, employees and volunteers, partners, and the public at large. • The American Red Cross response to disasters is done in coordination with, but independent of government action, and is not predicated on a Presidential declaration of emergency. As a matter of practice, the Red Cross does not duplicate government assistance. • The American Red Cross shall endeavor to work in partnership with other agencies and organizations in order to provide quality disaster preparedness, disaster response, and disaster recovery services to all segments of communities. • The American Red Cross shall develop an overall capacity to deliver disaster response and disaster recovery services that is commensurate with its risk assessment. Job Summary The volunteer workforce delivers the Mission. The role of the Disaster Services Program Manager is to support the volunteer workforce by managing staff, planning, coordinating, and evaluating department activities designed specifically to enable the volunteer workforce to deliver the Mission consistent with the Disaster Services Guiding Principles. Duties and responsibilities include: • Achieves favorable delivery of Mission and operational outcomes by managing a team of employees and leadership volunteers who effectively recruit, select, orient, train, empower, and support a volunteer workforce, and who develop personal growth opportunities for them. • Accomplishes regional Disaster Services goals by forecasting requirements, analyzing variances between required and available resources, choosing and planning a course of action to lessen or eliminate the variance, defining objectives, initiating corrective actions, and evaluating outcomes; maintaining the volunteer and employee workforce capability and capacity needed to achieve departmental goals; developing and maintaining strategic partnerships to enhance delivery of service capacity for the benefit of those affected by disasters. • Maintains excellence in delivery of service by enforcing quality and service delivery standards, analyzing and resolving quality and service delivery problems, identifying trends, and recommending improvements; conducting regular exercises; benchmarking state-of-the-art practices. • Accomplishes paid and volunteer staff results by communicating job expectations, planning, monitoring, and appraising job results; coaching, counseling, and disciplining staff; coordinating and enforcing systems, policies, procedures, and standards. • Maintains professional and technical knowledge by attending educational courses and workshops, remaining current on internal policies and guidance, reviewing professional publications, establishing personal networks, and participating in professional societies. Qualifications and Skills Minimum of a Bachelor's degree or equivalent of four years of relevant experience/training in achieving results working with a volunteer and employee workforce; or equivalent combination of education and experience. Excellent computer skills in a Microsoft Windows environment. Must include Excel, Word, and skills in database management and record keeping. Oral and written proficiency in English required, multi- lingual (English, Spanish, Haitian-Creole) preferred. Key Job Functions 1. Oversee the crafting and implementation of a comprehensive volunteer management program designed for targeted recruitment, development, retention and enhancement of volunteer delivery of Mission outcomes and personal job satisfaction 2. Manage the South Florida Region's disaster services program by delegating authority, assigning responsibility, and communicating disaster services program expectations to team members and stakeholders in a timely and clear fashion, and monitoring outcomes and initiating corrective action when needed 3. Develop and maintain a continuous and ongoing assessment of resource variances (required vs. available). Share assessment results with the Multi-Region Director for Planning and Implementation and State Disaster Officer for inclusion into the broader multi-region and state readiness picture. 4. Draft and submit the annual Disaster Services budget, monitor expenditures, and recommend subsequent budget changes when necessary 5. Develop success criteria, set work plans, timelines, and milestones and disseminate to staff 6. Coach, mentor, motivate and supervise disaster services team members, and influence them to take positive action and accountability for their assigned work 7. Conduct exercises and drills. Facilitate After Action Reviews (AAR) and create a recommendations report in order to identify successful and unsuccessful response elements 8. Identify and develop potential DSHR supervisor and manager-level candidates for all DSHR Group and Activities. Support the development and approval of the DSHR promotions 9. Oversee the crafting and implementation of regional Standard Operating Procedures (SOP) consistent with National American Red Cross standards 10. Service to the Armed Forces (SAF) Coordinator SUMMARY: Serving in a capacity as the SAF Coordinator for the American Red Cross in the South Florida Region overseeing the implementation of the SAF program. Reports to the ARC IS/SAF South Florida Region Director.
DUTIES: Serves as SAF Coordinator, American Red Cross South Florida Region (100%):
• Assists in the implementation of programs that enhance support to military service members, veterans, retirees and their families located in the South Florida Region. • Recruits military and family members for SAF and other Red Cross departments in order to meet volunteer recruitment goals. • Assists in the development and implementation of a “pilot program” to provide a Transition and Reintegration services to assist military members and their families returning to their community. • Identifies and develops plans to address other Red Cross SAF programs as needed. • Monitors SAF expenditures and provides monthly statistical reports. • Conducts outreach events, specifically yellow ribbon events. • Conducts “Get to know us” briefs as required. • Assists in the identification and establishment of satellite Red Cross SAF Satellite offices in the South Florida Region. • Supervises the volunteer staff in the day to day operation of the SAF Satellite offices. • Assigned as Deputy Veterans Affairs Veteran Services (VAVS) to the Miami VA Hospital. SPECIALIZED EXPERIENCE NEEDED:
• Knowledge of the historical, geographical, economic, political, sociological and military conditions of the region assigned too and related U.S. government policy and plans. • Knowledge of the mission, policies and capabilities of the American Red Cross Service to the Armed Forces program. • Knowledge of Combatant Commands organization, mission, and functions. • Knowledge of the U.S. Armed Forces, to include relevant policies, programs and procedures, in order to apply to interagency and NGO planning and interactions. • Knowledge of organizational theory, principles and concepts and linkages to business management practices. • Demonstrated ability to conduct research and synthesize information from a variety of sources into concise, easy to read and correct language. • Highly skilled oral and written communication skills. • Ability to work in a collaborative environment, as a team-oriented staff member. • Attention to detail and the ability to manage multiple tasks simultaneously.
